1. οὐχ: sc. ἔλεγον ἄν. So in the next line.

3—8. τοῦ μὲν...λῃστῶν γέγονεν; this seems to be a continuation of the indirect quotation, with οὐκ ἂν ἔλεγον ὡς understood. But there may be a change to a direct quotation (not interrogative) after εἶτα, without ὡς, as Vömel and Westermann take it.
