τρέφει, has in it; i.e., his valour resides only in his words. Cp. Tr. 817ὄγκον..τρέφειν”: O. T. 356τἀληθὲς γὰρ ἰσχῦον τρέφω”. Dryden: Tongue-valiant hero, vaunter of thy might (l. 336 of his Trans. of the Iliad, bk. 1).
